The fact that she didn't destroy Sybil at the final of first season is considered an example of Fe by many, and I also considered it, but I think it might fit with being Ne-Si. When facing Sybil she realized there's a strong possibility chaos will ensue, and this will lead to further problems.A Ni-dom might actually have been more sure to change an entire system upside down for the eventual greater good, while an INFP will ponder the possibilities in which it might go all wrong.Plus the fact that unlike Makishima, she doesn't suppress Si, which means a part of her wants stability.
It's hard to take a fictitious character, as many show traces of various types, but I believe she has a strong Fi that is not easy to be overturned. Even her coming into chaos, she remembers the motivation and the justice value it as much value for you. All this also thanks to the support of Kougami and other Enforces which made its Fi-Ne see new angles and possibilities to make all the difference. Anyway, that's what I think about it.
She used Si and Te when I was quite stressed in the middle of the situation, which is normal for a INFP end up using their lower function when something like that happens. She did not act almost like an ISTJ, she tried to keep concentration and focus of one, but was using intuitive process trying to capture and create possibilities and creating connections with what Kougami would thus arriving at accurate conclusions(Ne), however, not entirely logical .
I would like to add that Si is too evident in her for her to be an INFJ. Although she is idealistic she is also very by the book and we can see in her thought process that she bases a lot of her decisions off of prior experience. I also do not see evidence of Fe in her. I would say she is an INFP with strong Si. If not an INFP she is an ISTJ but I am pretty sure she is an INFP. She doesn't seem as motivated about the feelings of others than her own which would make me inch towards Fi. When compared with Ginoza(ISTJ) she is a little less organized and seems way more in touch with her own feelings.
Some aspects of my analysis may sound a bit "cliche", but I think using archetypes is necessary to provide a definite typing to a fictional character.
I'm not used to elaborate that much on MBTI types because I tend to type intuitively, so I'll try my best to explain my thoughts. The thing is that her decisions are always based on thought-processes I believe a Fe user would have. She has this INFJ side of "merging" into her mission. Her Fe seems more visible than her Ni to me (because of the emphasis on her accommodating personality and her society/order/harmony-oriented vision) but she's a definite introvert. She strikes me as a Ni user in the way she has of seeking deep meaning in everything (her existence, the Sybil system). Keep in mind that Tsunemori hasn't fully developed at the beginning of the anime; she's still very young. Not having a long term plan at first looks natural given these circumstances. As for arguments against an INFP typing: an Fi user who fails at a value test seems odd to me, and I don't believe in INFPs using their tertiary or inferior function. So INFJ for me. I can't explain in more details my opinion, sorry if I am not clear.
Finally, the supplement is to try to provide a ''true justice'', no Sybil.

So I doubt she's an INFP.'' First, not all INFPs are practically equal. Their decision to cooperate with Sybil did not come out of a sudden, she had a process in the middle of it all. When she went to work she was not ready, she practically went into huge conflicts on Sybil with each experience he had and did not seem to be directed at a goal plan as a Ni gift should show. She was more reflective about what they felt about the Sybil, Sybil about what really represented. When Makishima tested her values, she did not know what to do, the obvious decision would kill Makishima and save his friend, but she thought of the values that were passed to her and she has learned to be right (Fi-Si), and then she failed to react and Makishima killed his friend. She, after seeing that Kougami fled, began full development, all your concentration, so that showed up to a good use of Si and Te after leaving the stress position and act more objectively analyzing possibilities, collecting facts and directing for the purpose in question. Akane accepted Sybil because we arrived at the conclusion that it was best for society, and indeed it was. But her values are other and try to pass for people, attempts to complement Sybil. She had several conflicts and questions about its true inner values. When turned matron she did not really know what it was and did not even know if it was for is there was virtually developed by Kougami and Enforces and even Makishima. Her values remained intact and developed thanks to the lesson Kougami went on to be a real detective. She envisioned Kougami itself, and his enormous ability and used it to collect evidence as it would. She is an INFP that developed within the work a splendid way.
Are these type capable of such extreme emotional stability?
